- Publication location - this will be a country level geography lookup
- Publication authority - this will be out of scope for the alpha release.
An Administrator should be able to click an button to add a new Action.
Adding an Action
They will see an “Add Action” page which requests the following information:
Action name (text field)
Action description (multi-line text field)
Action date (three drop-downs: day (dd), month (mm), and year (yyyy))
User must provide action year as minimum
If user does not provide value for dd/mm, default values will be 01/01
Action type (drop-down)
Location of publication - drop down displaying list of geographies
Keywords - the user may enter 1 or more keywords that will be associated with the Action.

The user should be able to add one or more documents to the Action.

column 1 = drop-down of supranational/national/sub-national
column 2 if national selected in column 1 = drop-down of country names
column 2 if sub-national selected in column 1 = drop-down of country names
column 3 when country selected in sub-national column 2 = drop-down of ‘highest’ (i.e. state/regional) subnational jurisdiction (e.g. states in USA, provinces in China, départements in France, devolved administrations in UK etc)
column 4 when subnational jurisdiction selected in column 3 = drop-down of ‘next-highest’ (i.e. intermediate) subnational jurisdiction (e.g. counties in US states, counties in UK devolved administrations, prefectures in China etc)
column 5 when subnational jurisdiction selected in column 4 = drop-down of ‘next-highest (i.e. intermediate) subnational jurisdiction (e.g. counties in China etc)
column 6 when subnational jurisdiction selected in column 5= drop-down of next-highest (i.e. municipal) subnational jurisdiction (e.g. townships in China etc)
Note: the number of columns required will vary by country, depending on its hierarchy of subnational jurisdictions - e.g. China requires all 6, where USA requires 5).

column 2 if national government selected in column 1 = free text box for central government/government department/ministry name with autocomplete according to recognised entities already stored in database
