Now I have retrieved the monthly NHI series for each steel plants in China. In addition, I obtained the national monthly steel productions and plant capacity of each steel plant. However, the "opitimizer" described so simply that I cannot retrieve the monthly production estimates of each steel plants. Please provide more explaination of the 'optimizer' process. Besides, if we normalize the NHI series to 0~1 for each plant，the estimated production will definitely be 0 on one month. However the estimated productions of Gary Works steel seem not revealing this phenomenon.
