Request for a Customised Synoptic Data Entry Form for Caribbean #444

Joan Mc Donald from Saint Vincent and the Grenadines managed to install Climsoft Version 4 successfully but she is not able to enter data via available data entry forms in V4 because,the form she was using in the previous version of Climsoft (the carribean team was using a customised synop data entry form below), this is not yet available in V4. This request was sent via met-elearning portal and myself and @smachua promised her to have this in V4 very soon.

@mhabimana a synoptic form has been customized for use in the Caribbean NMHSs through PR #445. After they have been satisfied that it is working ok the AMI team may redesign it with user controls.
