Agreed that a GIS and mapping capability is needed; the question is about what package to interface to. There are some risks - in particular, rainfall is a highly skewed distribution, especially as one works with shorter timescales, and also the rain/no rain boundary is important. These may not be handled adequately by the point-to-area conversion built into GIS packages.
