Disabling the firewall on the build node allowed the build to continue.

sudo service firewalld stop

The ports that Packer uses are 8000 to 9000. I could set this to a fixed port but I'm going to try the firewall rules (Ansible?) so that I can learn.

Having a script to initialise the build agent would be useful
