Update VCI-to-SEPIO to include selected VCEP Assertion Method #3

There is no assertion method in the VCI, but we are going to hardcode ACMG for now, and assume that we'll find values in the future.

Also note this may impact the clinvar submitter service.

@KelseaChang5 to ask Christine Preston - when/if is the CSPEC integration with the VCI is planned for or has occurred? If so, is the assertion method included on each published interpretation?

If yes, then we'll coordinate a fix to the VCI to SEPIO transformer to make sure that information is shared to downstream systems.

Per Christine the CSpec initial integration (V1) was released late last year (link to ticket on SP board) with more updates to come in the near future. Given this, I think we should bump this up to a higher priority
