CaptureEvidence:
1) I'm not sure why the LocalEvidenceDatabase is there.
2) The EvidenceSourceStatement should no be on there: I think that Capture Evidence can be done whether or not an Evidence Source has been chosen for an interpretation. For instance, suppose that the EvidenceStatement is a population frequency from ESP. The Evidence Source is (?) the ESP database, and the capturer is an automated process. There's no particular context for loading in an arbitrary bit of frequency data, but we are still going to do it, and capture its provenance.
3) Another use case to consider: Somebody runs a program (like polyphen) and enters a result. Do we need another activity, or can we handle it with this one?
