Evaluate Criterion Notes #172

EvaluateCriterion:

1) I don't think that Workspace or WorkspaceEvidenceAssociation are used by the activity. Well, maybe workspace...

2) I think that 1 or more EvidenceStatements are used by the activity.

3) The Criterion/CriteriaSet should (maybe?) be many-to-many. So if somebody takes ACMG and adds one more rule, they'll mostly share criteria?

4) The Outcome would be part of a workspace.
