lib/build.rb commits to github pages repo, overwrites work of data-model-docs #181

Building of the overall site was moved to the clingen-data-model/data-model-docs repo, but lib/build.rb in this project still has code to commit to the github pages site, so someone running lib/build.rb in this repo could overwrite the new site setup and break things.
