Add variation normalizer docker images to cloud build

Ideally those builds should only get triggered if files in those directories are modified

Example:

Run helm/charts/clingen-vicc/docker/variation-normalizer/build.sh When any file in helm/charts/clingen-vicc/docker/variation-normalizer changes
