UserLabel documentation #172

UserLabel needs a sepio description.

Also the attribute comments needs a description and an IRI. I'm not clear on the difference between the attributes "description" and "comments"

Well, I guess that I understand the "comments" I will add a description to that, but it still needs an IRI.
