ValueSet documentation #173

ValueSet needs 1) A SEPIO description 2) IRIs for its attributes. 3) Scope and Usage 4) ValueSetConceptListExstensibility is misspelled

I can maybe do the Scope and Usage, but I'd rather that somebody more familiar with this part write it.
