move the ValueSet binding cols on the Attribute sheet (K,L,M cols) into a separate sheet that maps EntityID+AttributeID to ValueSet iri+Extensibility choice.
This will allow some attributes (i.e. outcome) to be moved up to the Statement attribute but still allow the Statement subclasses to have specialized bindings to different value sets.
This will require changes to the documentation and other scripts that process the sheet information.
