Generate link definitions so we can more easily link among documentation pages #237

I think if a list of link definitions are generated, and appended to the content in render_markdown of config.rb, then we should be able to link among pages by including text like [VariantPathogenicityInterpretation].

It looks like this may be more difficult than I thought. I'm not sure if I am just interacting with Kramdown incorrectly, but I cannot seem to make referential links like that work. Not sure whether this should be wishlist or just pushed back to a later milestone.
