Combine statement, categorical allele, contextual allele and sequence reference data into single unified data structure.

gk-pilot.ndjson (new line delimited json) and gk-pilot.json (combined json file) have been put in gs://clinvar-gk-pilot/2023-09-10/VRS2.0 with the component part files.
