Modify the BQ clingen-stage project proc gkpilot_export_to_gcs_2_proc to generate a set of data input files based on a listing of variation ids. This will allow us to create custom test sets that are highly efficient with which the devs can streamline their development workflow.
The initial test set should have 10 or so variations that exercise all of the api calls that exercise all of the transformation policies being defined.
