Rework/rerun queries from prior year for a grant renewal submission for Anne.

This requires updating the scripts to be based on the changed function calls from the past year around extracting location and hgvs data from clinvar.

Reworked and reran the aodonnell-variants by submitter for 2023.01 grant script on the Jun 18, 2024 clinvar release

Needed to rework the gk-pilot extract scripts which are now the main way the variation_loc|hgvs|xref|identity tables get built.
