Handle new "flagged submission " review status #67

ClinVar has released the first snapshot with the new 'flagged submission' review status. This is currently causing the upstream step between the ClinVar ingest process and the downstream reporting processes to fail including but not limited to the vcep tracker data.

We will treat this new group separately but we should discuss the impact of this data on how we analyze and curate and assess variants with these statuses. For example do we want to somehow maintain the original review status prior to the SCV being flagged?

Added a new -3 rank to the clinvar_status table for processing.
