Add connection fail handler and healthcheck #75

If the clinvar-raw pod starts up and cant connect to kafka, the main thread dies but the pod keeps running and there's no healthcheck condition to notify gke or devs of this, can only be seen in the log. Should also monitor existing kafkaconsumer for disconnects or crashes of the thread that it's running in.
