Establish the necessary infrastructure to run the single release code as a k8s job.
This requires setting up the helm templates and documenting the mechanism for running the job. Ideally this would be by checking in the single release information into the architecture level project, and either invoking a command line command or (ideally) updating an argocd artifact that run and terminates the job.
