Define v1 VCV schema

Create a json.schema of the MVP v1 model for ClinVar Curator (should be the same as the metakb SEPIO interoperability model).

• must include the following top level concepts
  • ClinVar Variation Archive (VCV) - clinvar aggregate variation classification
  • CvC Variation Context classification - cvc aggregate variation classification per context bin
  • ClinVar Variation Classification (SCV) - all N types of Clinvar variation classifications as segregated by ClinVar
  • CvC Variation Classifications - all N types of CvC submitted variation classifications as defined by the CvC project
