Figure out "Release History" behavior of top ribbon routing based on current page #5

There is some weird routing issues on the top ribbon for the "Release History" link. When clicked on from the home page it works properly and routes to https://hivelab.tst.biochemistry.gwu.edu/biomarker-partnership/data/history_list.

If you click on it from the FAQ or About page the static/ gets left in the url and the /data/history_list just gets appended.

Fixed in the init.json.
