Make the command line tool for scoring more flexible:

[x] Easier access for making things 0 and changing scoring conditions
[x] Add git workflows for different platform binaries

This is done, created a format for users to specify custom scoring rules so they can have additional control over scoring logic without altering the tool's source code.
