Add a page on biomarker webpage on how to submit data to us.
Page should include:
[x] step by step instructions on how to submit data
[x] link to Google sheet to fill out BCO fields
Puprose: Give DCCs clear instructions on what we need and also allows them to fill out BCO fields on data description. This can then be taken and filled into a BCO JSON by me.
