Fix hotspot tooltips showing when they shouldn't

I also fixed a problem with some hotspots in Averguard Academy not working. When we use hotspot=location, we need to make sure that it comes after the location= line.

Hm interesting. Note that in a Tiled export, location will always come before these other properties. We'll just have to document this properly for mapmakers.
