GUI for the random sampler #1

Build a Desktop GUI for the random sampler, which should be able to run from Mac, PC, and Linux machines. Look at the documentation of wxPython also the GUI of http://www.surveysystem.com/sscalc.htm.

I fixed the issues we found in the random sampler. Please do the following when you get time.

(a) Comment/document all the source files (b) Make the random sampler as an EXECUTABLE that can be run on Mac, PC, and Linux machines (c) Upload the EXECUTABLE to the repository so that we can distribute it to Law School students

I added the comments. Waiting for my machine to make executable and work on source code as I cannot install git on the lab computers due to insufficient privileges.
