querystring ALL adding 'default' to missing pv #703

confirm querystring works (should we switch how that behaves in code and specifying in the mailmerge - ) - why does "missing" pv switch to the value of "default" vs just stay blank but know how to handle a missing pv by using the default pv (or change the url to have the pv= the value that represents the default (ie pv=cards if cards are teh default page_view for the subsite)

to clarify, let's confirm if the way querystrings are defined and passed around is the cleanest and most easily maintained as possible or if there is some refactoring that makes it easier to use and maintain.
