Bumping up version for backward compatible rails 5.2 fixes

@fimmtiu @daniel-almeida was a bit unsure on what semantic version to bump it to. I think it should just be a minor bump as were fixing some 5.2 bugs and it should be backwards compatible to work with 5.1

Also heres 5.1 themis build using the ref from last commit in here to show it doesn't break any specs: https://github.com/clio/themis/pull/56519
