When the left drawer is open and you are starting a up or down drag of the window to scroll up or down, if you first just slightly (accidentally) do a horizontal drag it blocks the up/down movement which gives the impression of frequent failure to scroll. There should be some sort of fudge factor here where it permits a number of pixels drag left or right but still allow the up or down drag.
