Is possible to change the notification sound on the android App?

Sure. By using the system settings: 1) Long tap on the notification 2) Open its settings 3) Click on the item 'Notes from Clipboard' (or 'Universal Clipboard' depends on the type of the notification) 4) In the opened screen configure the required settings (sound, vibration, visibility, priority, etc.)

Is possible to add sound when captures in windows APP?

On Windows the app (appx file) has the same flow to configure notification logic by using system settings. Which platform do you use?
