Change icon in featurebox for Guidelines on Applicant Resources page (both RaR and DHC) #188

The current icon is some sort of handbag. We should change it to "fs-list-alt" (found in the Magee Shortcodes icon picker for featureboxes) or something close to that in appearance.

Pedro, do you want to take a stab at this, or do you think it's best to assign it to Wayne to be safe? Thanks for finding a new icon!

I tried to fix it and failed :) Forgot to assign earlier, so I'll do that now.
