Resolved: DLF Wiki is back up in 8b42cb7 after 8 hours, 37 minutes.

Move to memcached did not resolve this particular issue. Added a crontab that touches the FormatJson.php file every 10 minutes:

*/10 * * * * path/to/includes/json/FormatJson.php
