rename URL pattern http://wals.info/valuesets/ to singular 'valueset' (no s) #23

This pattern does not seem to be used extensively yet, so a changeat this stage might still be possible. I would think that the resource described is one valueset, and not several, so the URL can reflect this. Furthermore, the singular is also used for 'languoid', 'lect', and 'feature'.

The singular being used for languoid, lect and feature is due to these being legacy URLs. The default URLs in the clld framework have all plural path components. And even the valueset URLs actually are already extensively used, in particular they are indexed by various search engines, so I would not want to change them. I think this issue is similar to the debate whether database table names should be singular or plural - it seems to me that this is mostly a matter of preference (funny enough for database tables I prefer the singular).
