This is a big PR that changes this repo from a monorepo to a meta-repo, making this repo now a contributor-focused workspace repo, rather than an end-user repo. The individual packages/plugins/projects have been moved to their own standalone repos, and are pulled into this one via a tool called Meta (think Git submodules).
