Background

Databases may be arbitrarily costly, and it can be surprising when publishing to a unexpected server.

This is especially important for mainnet, where users will be paying for energy.

Definition of "Done"

[ ] When publishing to a server that is not localhost, print a confirmation
[ ] If publishing with --destroy-data, include that information in the confirmation
[ ] If publishing to local and destroying data, also print that confirmation!
