Microsoft's Azure services have been tested and have been deemed insufficient. Without a paid account, the bot can only be kept alive for 20 minutes. A different solution is required which is simple, free, always available:

Heroku (candidate)

Glitch has been suggested. Does not support .Net.

Google Compute Engine was checked. A free plan could not be found.

OpenShift's free plan is for learning purposes only (and will most likely not provide the required availability).

Considering even switching languages (to Crystal):

I don't need Windows-specific features anymore.
.Net Core can be difficult to deploy.
The lack of official documentation (that is scattered throughout multiple sites) is ridiculous!
And I'm fine developing for Linux only (as Crystal does not support Windows currently).
