Upgrades Eldev version to latest and minor updates to config.
Sorry about all the extra commits/ CI credits here. This package archive change recommended by eldev doctor broke CI and it took me a few tries to narrow it down.
Currently it's only failing on windows due to an unrelated issue. Same as https://github.com/clojure-emacs/clojure-mode/pull/674#issuecomment-1937882496
