Setup Travis CI Docker to install and run Mesos

Hopefully this can be done without compiling Mesos from scratch on the Docker image ...

Tasks:

• [ ] identify binary install suitable for debian-based Travis CI docker image
• [ ] update .travis.yml to install this binary
• [ ] update .travis.yml to start Mesos master and agent
