Add automated release process #43

Can be manually dispatched on master, and uploads the current version to pypi.

This PR also bumps the version to 0.2.4 and I'll intend to cut a release using it.

I believe I have to merge this before I can test it, since the action can't be dispatched yet. I'll likely have to follow up with fixes.

Once it's merged I think I'll be able to run it on a test branch (that targets testpypi), then I'll iterate there until everything works correctly.
