Add a new class for tables with an extra header row

On template:

• Fix zeroes everywhere
• Standardize tab names
• Gov Wide
  • Net position -- should it be restricted for other?
• Gov Funds
  • Do we want the labels to say modified accrual?
  • Gov Funds Balance Sheet
    • Deferred inflows of resources needs to be capitalized
    • Balance sheet needs to have Totals column be called "Total Governmental Funds"
    • Fix acfr tag for row 25
  • Gov Funds Rev, Exp, etc
    • Additional other financing sources (uses) not in taxonomy
  • Prop funds
  • Prop funds net position C7 needs to be just "Endeavor Hall"
  • Fix totals columns and order?
  • Missing data in rows 41, 42 for stmt rev, exp, ch
