Make any graphs images (by grouping or screenshotting)
Add manual page breaks where appropriate (ie. between sections but not between pages of continuous text).
Separate the large, background images into pieces (ie. on the first page, the image covers the whole page and overlaps with the text. If we can separate that into an image above the text and an image below, it will render properly.
Apply formatting
The section titles (like "Introductory section") should have a consistent style, preferably Word's "title" style
The headers (the 4 lines that start with City of Clayton) should have a consistent style, preferably Word's "header" style
Anything else with unique style (like the small text on the top of numbered page 4 below the mountains) can have its own style (I called this small text "header2")
Optionally:
Add page numbers through the Word function
Decorative lines (like the ones on the second page around "Introductory section") should be images if they need to be rendered. Same with the lines after each of the headers, but I've just added a line to the html after each header for now.
