Migrate KubePlus images from Google Container registry to Artifact registry #1321

Google Container Registry going away (March 2025). Need to start using Google Artifact Registry for KubePlus images.

After March 18, 2025, Container Registry will be shut down. It will be great to complete the transition in next month or so.
