Fix Tagging and Push Logic in GHA Build Workflow

Description

Adjusts the logic within the GHA build workflow to something that makes more sense for the team and our release preferences.

Tagging adjustments:

• When building the master branch, only tag with latest, rather than tagging with latest and the git commit SHA.

Manifest adjustments:

• Allow for manifests to be updated partially, rather than using the all-or-nothing approach. This means that if the amd64 image build succeeds and the arm64 image doesn't, the manifest will still be updated with the new amd64 image. This was done to allow for the manifest to be used while we work on fixing the numerous failing arm64 images.

Manual trigger adjustments:

• Add new 'tag' parameter ,which specifies the tag to apply to images. More than one tag can be used by separating them with a space. Set to manual by default. Allows for debug builds to be tagged specifically, rather than having to lookup the git commit SHA.
• Add new 'push' parameter, which enables pushing to quay. Set to false by default. This allows for us to debug builds while making pushing to quay optional, as such functionality may not always be needed nor wanted.

Pull request adjustments:

• Pull requests will not push their images to quay at all. This is different than before, where the build image would be tagged with the git commit sha and pushed to quay. This also prevents any sort of issues with quay secret access.
• Pull requests will only be built when the PR is synchronized or labeled with 'ok to test'. This prevents spamming GHA with lots of builds before a PR Is ready to be tested.

Fixes

• Spamming quay with lots of non-expiring tags that reference a specific git commit SHA
• Failing builds in PRs due to secret permission issues.
