[RFE] Move k8s-netperf into cloud-bulldozer org

Feature request Moving the project I started into k8s-netperf to be with other similar performance projects maintained mainly by RH engineers. k8s-netperf is already taking advantage of some of the shared libs in go-commons, so it makes more and more sent to keep these things together.
