start cluster name with pocm #98

Use pocm- in cluster and service names instead of perf-. This allows us to identify and remove any stale resources generated by ocm-api-load.

This code was merged as part of https://github.com/cloud-bulldozer/ocm-api-load/pull/99 So closing it.
