QE wants to deploy dittybopper to a longrunning cluster https://issues.redhat.com/browse/DPTP-3657. The cluster needs the to use kube manifests to apply any update to the cluster. While the current dittybopper installation is through https://github.com/cloud-bulldozer/performance-dashboards/blob/master/dittybopper/deploy.sh. This issue is to add support to install dittybopper by applying yaml files.
