yank spdx headers #1

the number of f/oss projects using them is a fraction of a percent. they end up being line noise and potential source of user and contributor confusion. we should just remove them.

we're moving all projects in the org to copyright Cloud Custodian Project Authors re copyright assignment to stop fragmentation, i'll also reiterate this should be either spdx header or std headers not both.
