switch from Travis to CircleCI #42

Question for cloud.gov team: why does this use external CI instead of Concourse?

I think CircleCI makes sense for a tool that isn't part of the cloud.gov critical path. It gives better visibility to the community, and lets folks fork it and work with it.

If we need to switch to Concourse for code signing, we'll cross that bridge later. At least this gets us off of Travis.
