bosh health_monitor cannot get deployments from director #106

An apparent authentication issue is preventing the bosh health_monitor from listing the deployments from the bosh director.

Expecting to take care of this in response to the BOSH health monitor sending us alerts, which will start happening soon.

Reopening. This appears be causing problems with (at least) resurrection.
