Move console client settings to cf-properties in cg-deploy-cf #107

Right now, the console client must be set up manually via uaac. This is something to consider when trying to deploy the platform from scratch.
I'm not sure if this matters since we decided to keep deploying the console / dashboard via travis and not concourse
